Go around to every graveyard in Waterford and Cork and read every gravestone until you find the one you are looking for. That should take you about 5 years, then you can start doing some sensible research.

The first step is to talk to as many of your family as you can and to record the information you get about your grand mother. You will need to know roughly when she was born and where.  
Birth Certificates are issued by General Register Office Ireland - see for details. They have birth records since 1864. There is no online ordering service. All searching is done manually.  
For family trees, photocopies of birth certificates are what you need, giving parents names and place of birth. 
There are many good research agents with online ordering service available. These agents can then do the manual searching for you. See for details
