Dog owner/dog fouling is clearly a huge problem in Waterford city, Waterford county and the south-east in general. 
In Waterford city it is an endless nightmare - on some streets almost every few metres there is dog poo, and often in the middle of the pavement; in fact no area escapes this disgusting problem - outside schools, shops, churches .... the only place that I have notices that is clear of the problem is outside the Garda Station and presumably outside the dog-owners own homes. This brings us to the low-life, moronic aspect of the problem - these dog-owners (and that is all they can be referred to as ("dog-owners"), not dog carers, and in truth not dog lovers since in reality they do not know how to train a dog and take care of a dog) domonstrate the ultimate in selfishness and hypocricy in taking their dogs for a walk (what a joke!) to let them poo outside some other neighbours or fellow city/town's person's home. Obviously the local residents and even the powers-that-be are intimidated and held to ransom by them. After they have done their foul business they return home and adopt the semblance of being a good father or mother, a good neighbour, a good church-goer, a good citizen while in reality they are the diahorea of their communities.
