What does it mean when people say Dublin 15, Dublin 18?..Can someone direct me ..thanks.

Dublin is divided into a series of postal districts, numbered 1-24 (except 19,21,23) Even numbers are south of the River Liffey, odd numbers are north of it. Some parts of Dublin are not designated a postal district number.

Will be visiting in October 2005 have 2 days free in Dublin any suggestions on what to see? Any free sights? Taking a Tauck tour but have free afternoons
