Is there cafes around the city of Dublin that allow access to the internet. Do people recommend booking hotels before they go on a trip or is it fine to do it while you are visiting there.

There are many internet cafes dotted around the city and suburbs, and many hotels have internet access for their guests, so you should have no difficulty accessing the internet while in Dublin. 
 
I'd also recommend you book your hotel before coming to Dublin, as it can be difficult to find rooms at peak times, and especially when any major matches or concerts are taking place.
